Why these places pay so much
BAH is not a reward for desirable duty stations. It is a cost model. Each military housing area's rates are built from actual civilian rental data for that market, and the allowance is calibrated to cover roughly 95 percent of typical rental costs for each pay grade. Westchester County pays $6,633 because Westchester County landlords charge Westchester County rents. The high BAH is mostly canceling out the high cost, not making you rich.
That said, the arbitrage opportunity is real. BAH is a flat payment, not a reimbursement. A top-10 BAH area is not automatically a good financial PCS. What you can count on: rate protection means the number you get at check-in is your floor for the whole tour, even if the published rate falls. And if your ZIP sits on a boundary between two MHAs, finding your real MHA code matters more than any ranking, because the boundary can be worth hundreds a month either way.
My opinion: do not chase high BAH when you have a choice of orders. Chase the gap between BAH and actual rent. A mid-BAH station with cheap rentals beats a top-BAH station with brutal rents every time, because the gap is spendable money and the BAH itself just passes through to the landlord.
